(Deceased Guardian of the Fire)
The story of Ryuu-ou is VERY long (around 2000 years or so) and very complicated, and closely related to the whole Fire of the Dragon story, for he was indeed one of its primary players. For more detail see the Fire of the Dragon page.
Ryuu-ou was the originator of Ryuuenkioujutsu - "The Art of controlling the ki of The Fire of the Dragon". He taught this style to Steve, to secretly also teach Steve proper control of his Fire, but kept the existence of the Fire secret from his pupil. Which was probably a mistake. He was also a very hard and annoying master for the young Steve.
Some time after Steve left his tutelage, Ryuu-ou came to Nerima to see how his old student was going. There was a big drawn out story called "Secrets Revealed", which revealed much of the story of the Fire, and then Ryuu-ou left.
But not completely. He kept on coming back, along with his new friend Hino Ganryu (the newly ressurected original dragon of the Fire), whenever some momentous Fire event was occurring, to help out.
This proved to be his downfall. One of the momentous Fire events was Shi, Steve's evil clone, hurling around huge amounts of the Fire. Ryuu-ou and Ganryu showed up to investigate and were quickly drawn into the fight. Shi proved to be too much for either of them, and killed them both.
Ryuu-ou's long, often hard, life was finally over.
